April 9, 2003 Legislative Report


At approximately 6:15pm today [April 9th], the Senateīs "Pensions and General Laws" Committee voted to approve HS HCS HB349, this year's attempt to pass License-to-Carry reform, and send it to the full Senate for debate and possible approval.

The committee senators who voted to approve the bill were:

Please contact the senators who voted in favor of this and say "Thank You" for their support and their affirmative vote in the committee.

A REMINDER: Whenever you deal with an elected official ALWAYS BE POLITE! ALWAYS be brief and thank them for their time. Follow up with a nice handwritten letter too.

As a quick reminder, HS HCS HB349 was approved by the House by a vote of 111 to 42 on March 6th.

It was heard by the Senate committee at a hearing held yesterday [April 8th]. HS HCS HB349 was presented to the senate committee by the bill's chief sponsor Representative Larry Crawford on behalf of himself and the bill's co-sponsors Representatives Frank Barnitz, Brian Munzlinger and Terese Sander.

Brief testimony in favor was provided by Greg Jeffery on behalf of Gateway Civil Liberties Alliance and Missourians for Personal Safety. Kevin Jamison on behalf of Western Missouri Shooters Alliance. Kerry Messer on behalf of Missouri Family Network. Several others also spoke in favor of the bill.

Gateway Civil Liberties Alliance distributed an updated map that highlighted for the committee members that while we have discussed this issue THIS year, TWO MORE states have passed LTC laws and had them signed into law. These two states were Colorado and New Mexico.

Testimony against the measure was provided by Missouri Impact [a coalition of religious groups] and the Misinformed Mothers/Brady Ban your Gun Campaign.

The opponentsī testimony showed the desperation they face as they see the STRONG possibility that the senate WILL approve a bill and put it on Governor Holdenīs desk.

The spokesman for Missouri Impact stated that they want a "sunset" provision in the bill to make it automatically "go away" after a few years. Many in the audience sat spell bound when they heard the MMM spokeswoman declare "the Brady Campaign supports MAY ISSUE carry legislation." We doubt she had approval from the home office to make this statement.

Now that the committee has acted, the bill will be put on the senate calendar and await its turn for floor debate.

The bill could be debated by the full senate as early as next week, so get ready.

Prospects for passage of a License-to-Carry reform bill out of the Senate looks good. Our prospective vote tallies indicate a possibility that the bill may pass with up to 23 "Yes" votes [cross your fingers].

Call your state senator and say "Thank You" for supporting passage of HS HCS HB349 -- the License-to-Carry reform bill. Be polite and remember to follow up your phone call with a short handwritten letter.

Then call Governor Holdenīs office and politely inform his staff person that you support License-to-Carry reform and hope he will consider allowing HS HCS HB349 to become the law for Missouri. You can call the Governorīs office at 573-751-3222 or fax at 573-751-1495.

Politely inform the staff person that in March of this year, Colorado and New Mexico also passed LTC reform. Thank them for their time.

Remember, always be polite... even if they are not. And FOLLOW UP your phone call with a handwritten letter.

The "fun" has begun. Get active in the effort to pass LTC. Make your polite phone calls and send your letters today.
