May 2, 2003 Legislative Report Missouri Senate Passes SS HS HCS HB349... Phase 2 complete... now Phase 3 GREAT NEWS!!!!!!! The Missouri Senate has just done something NEVER DONE before in the twelve years that License-to-Carry has been debated by the Missouri Legislature. We are now ONE STEP AWAY from putting a License-to-Carry bill on the Governor'īs desk. After 11.5 hours of filibuster by Senator Jacob and Senator Kennedy and Senator Dougherty and others, Senator Caskey... long time hero and supporter of License-to-Carry invoked a rule to close debate and force a vote for final passage that has not been invoked since 1972. If you were not able to listen to the debate you missed out on hearing Classic Senator Caskey. He is a true friend of gun owners and a true gentlemen and statesman. Thank you Senator Caskey. By a final vote of 23 yes to 7 no, the Missouri Senate has PASSED SS HS HCS HB349! There are many senators to thank, some of them may not be apparent by the final vote.
